Can you learn to play drums with an electronic set?

I want to learn to play drums REALLY bad and would have learned a looong time ago if it wasn’t for the fact that every single place I’ve lived made it impossible without "bothering" people. I just read somewhere about electronic sets that you can plug headphones into and I was wondering if that would be a good way to learn? Would it be difficult to transition from an electronic set to a regular set?
